ITEC Programme

The Indian Technical and Economic Cooperation Programme (ITEC), is one of the oldest institutionalized international capacity building platforms of the Ministry of External Affairs, Government of India, since 1964. So far more than 225,000 officials from over 160 countries in both the civilian and in the defence sector have been trained under this platform.

2. Under the ITEC programme, Government of India has earmarked 200 slots for Iraqi professionals, from both the public and private sectors.   

3. An Annual ITEC Planner with Month and Institute wise Courses, is brought out each year by the Ministry of External Affairs.  The Embassy of India formally intimates the same to the Iraqi Ministry of Planning for disseminating the information regarding course-wise allotment of slots, guidelines, eligibility criteria and procedure for applying online applications through the ITEC portal.

The general criteria for eligible candidates are:

(i) Applicant must be aged between 25 and 45 years;

(ii) Working knowledge of the English language is mandatory;

(iii) Applicants must have at least five years of work experience;

(iv) Two candidates are to be nominated for each course (confirmed candidate and reserve candidate)

(v) No candidate should be repeated.

(vi) Applications to be submitted to Embassy well in advance before commencement of course, as selection in India is based on first-come-first-serve basis.

4. The candidates are required to fill an online ITEC application form on the ITEC portal https://www.itecgoi.in , print out the application and obtain certified Medical Report, Undertaking with Nomination Authority’s Stamp and signature (the last 3 pages of application form)

Please note that the applicant must send the original Medical Fitness Certificate from any recognised Government Hospital, with full name of the doctor, his/her registration along with contact telephone and e-mail ID.

5. The applicants are required to send their application through the Ministry of Planning, Government of the Republic of Iraq. However, in some cases (only private applicant), direct applications can be accepted by the Embassy.

6. The applicants will be informed via email by Embassy, and shall present themselves at the Embassy on the appointed date and time for interview along with the hard copy of the ITEC application form and nomination letter from concerned Ministry/ Department. The Embassy will assess the candidate’s working knowledge of English which is a qualifying factor for the applicant’s candidature to the ITEC.  In the event of rejection of a candidate for the applied course, he/she may re-apply for the same or any other course during the coming months.  

7. The decision of the Indian authorities in granting admission will be final. Once the admission is approved, the applicant will be informed to apply for visa and to complete his/her pre-departure formalities.

8. Expenses covered under ITEC Programme

  • Air Fare: Excursion/economy class air tickets for travel from the airport nearest to their place of working/residence in their respective home countries, to their place of training in India and back. Normally air-tickets are arranged in such a way that the applicant reports to institute at-least one day prior to beginning of the course.

  • Visa: The selected candidates are required to apply for Student Visa with the Embassy of India, Baghdad.  The visa is issued on gratis-basis and for the particular training programme.  Please not that the visa cannot be utilized for any other purpose.

  • Course Fees:  Fees charged by the training institutes are borne by the Government of India.

  • Accommodation:  Free accommodation is provided by the Training Institute usually in a hostel/hotel.  While accommodation is usually provided on single occupancy basis, there could be instances of accommodation being provided on double occupancy basis (type of accommodation provided by the Institute is available at ITEC portal).

The candidates are required to pay for availing services such as:

  • Room service

  • Laundry

  • Local and outstation telephone calls, fax, etc.

  • Living Allowance: The candidates are eligible to receive a daily living allowance (currently @ INR 1200/1500 per day).  Disbursement of this allowance by the Institute is made on a weekly/fortnightly basis (to be decided by the Institute) after deducting charges for meals.

In case the institute does not provide meals, the candidates will receive the full daily living allowance.  Candidates are, however, advised to carry extra money with them for any individual needs that they may have, including special dietary needs, shopping and other out-of-pocket expenses.

  • Book Allowance:  The training institute will provide the necessary training material, handouts, books, e-study material or any other documents, necessary for training/self-study including a welcome-kit to the candidates.  In some cases, the institute may also specify certain books and suggest that the participants to purchase the same.  Cost on such purchases will be borne by the Government of India.

  • Study Tour:  An educational-cum-sightseeing study tour is an integral part of many courses. They also serve to familiarize the participants with Indian culture and history and hence, compulsory, where applicable.  The Government of India would bear the cost of such study tours during the Course.

  • Medical Facility:  Candidates selected for training courses are expected to be medically fit. The Government of India will cover medical treatment only for ailments of immediate and emergency nature occurring in India.  No medical reimbursement will be provided for ailments of chronic nature or for pre-existing medical conditions.

Candidates are, therefore, advised to carry their medicines for chronic ailments like diabetes, hypertension, etc. and any cost towards expenditure on account of doctor’s consultation and/or medicines would have to be borne by the candidates themselves.
